
Poland Misused Victim Fund for Spyware
Poland’s former Law and Justice (PiS) government secretly used public funds intended for crime victims to purchase the Pegasus phone-hacking system, newly released documents show, CE Report quotes PAP
According to the justice ministry, PLN 25 million (approx. EUR 5.8 million) from the Justice Fund was redirected in 2017 to finance Pegasus. The transfer was approved by then-justice minister Zbigniew Ziobro and executed by the Anti-Corruption Bureau (CBA).
The spyware was later confirmed by Citizen Lab, Apple, and Amnesty International to have been used against opposition figures and government critics.
Justice Minister Adam Bodnar authorized the release of the documents, citing the public's right to know. Magdalena Sroka, head of a parliamentary inquiry into the matter, stated Ziobro knowingly approved the funds for surveillance purposes.
The current Civic Coalition government launched an official investigation into the misuse of the Justice Fund in February 2024.
