Justice reform has two components: laws and people - PM says

Justice reform consists of two components. One is laws, criminal code, criminal procedure code, institutional things, structures. The second component, perhaps the most important, is people. The authorities will work to motivate courageous people in the justice system to step forward and fight corruption effectively.
