
Kosovo Assembly Session Opens Without Clear Path to Electing Speaker
Today, the constitutive session of the Assembly of Kosovo will be held, during which the deputies of the 9th legislature will take their oath, CE Report quotes Kosova Press.
The session begins at 10:00 AM, and the agenda includes the formation of the provisional commission for verifying quorum and the mandates of the deputies, the swearing-in of the deputies, the election of the Speaker of the Assembly, and the election of the Deputy Speakers.
However, apart from the establishment of the verification commission and the oath-taking, it remains unclear whether the Speaker will be elected today. The name must be proposed by Lëvizja Vetëvendosje (LVV), the party that came first in the election, and they need 61 votes for their candidate to be elected.
The session is expected to be chaired by the oldest and youngest deputies, which are Avni Dehari and Sala Jashari, according to KosovaPress.
In line with the Assembly’s regulations and past practice:
The party with the most deputies (Vetëvendosje) will sit in the center of the plenary hall.
The Democratic Party of Kosovo (PDK), as the second-largest party, will sit to the right side (from the chairperson’s perspective).
The Democratic League of Kosovo (LDK) will sit on the left side.
The remaining seats will be occupied by deputies from the Alliance for the Future of Kosovo (AAK), the Serb community, and other non-Serb minority communities.
The Assembly is considered constituted once the bodies of the Assembly — the Speaker, Presidency, and Deputy Speakers — are established.
The Speaker position goes to the winning party, followed by the Deputy Speakers from the second, third largest parties, and two from the minorities.
Until this happens, the 15-day deadline to form a government does not begin.
In the 2025 parliamentary elections in Kosovo, held on February 9, there were notable changes in the Assembly's composition.
About 20 deputies out of the total 120 will be serving for the first time.
Among political parties:
Vetëvendosje (LVV) has introduced over 10 new deputies, including:
Edona Llalloshi, Drita Pajaziti, Agim Bahtiri, Ilir Kërçeli, Bilbil Sokoli, Ejup Maqedonci, Liza Gashi, and others.
From PDK: Sala Jashari, Jakup Nura, Artan Behrami, Kosovare Murseli, Altin Krasniqi, Xhevahir Geci, etc.
From LDK: Fadil Hadergjonaj, Jehona Lushaku Sadriu, Alban Zogaj, Krenar Xhaferi, Paris Guri, Arjeta Abazi, Serbeze Muçaj.
In the February elections:
Vetëvendosje came in first with 42.30% of the votes, winning 48 seats.
PDK was second with 20.95% or 24 seats.
LDK was third with 18.27% or 20 seats.
The AAK-Nisma coalition received 7.06%, earning 8 seats.
