
Kosovo Advances to Second Phase of Wind Farm Auction Process
The Ministry of Economy has announced that the three companies applying in the auction for the construction of a 100MW wind farm meet the legal, technical and financial criteria for the current phase, while later they will move on to the second phase of the process and that the winner will be selected based on the bid with the lowest price per MW, CE Report quotes Kosova Press.
In the auction opened on February 20, 2025, three applications were received from the international companies Akuo Energy - France, Güriş - Turkey and the Notus/Stublla Energy Consortium from Germany and Kosovo.
The evaluation committee has reviewed all applications and has assessed that all three applicants meet the legal, technical and financial criteria for this phase of the competition, while they will later move on to the second phase of the process.
In the coming days, the Ministry of Economy will announce the Request for Proposals for these qualified companies, a process that will last about 6 months and will be conducted with the highest standards of transparency.

During this period, a pre-bid conference will be organized with qualified investors, where together with IFC they will present the project structure and the main details of the contractual agreements.
After this, there will be a question and answer phase to allow for the finalization of the full documentation on which companies will submit their bids.
Once the proposals are accepted, the commission will assess the fulfillment of all legal, technical, environmental and social criteria, where only the offers that meet these criteria will proceed to the opening of financial offers.
The project winner will be selected based on the bid with the lowest price per MWh, which must always be below the ceiling price set by the energy regulator, the press release states.
