Greece Exceeds Q1 Budget Goals

Greece recorded a primary budget surplus of €4.49 billion in the first quarter of 2025, significantly exceeding the target of €616 million, according to preliminary data from the Ministry of Economy and Finance. This also surpasses the €2.99 billion surplus in the same period last year, CE Report quotes Athens-Macedonian

The overall state budget showed a surplus of €1.6 billion, compared to a projected deficit of €2.36 billion and a small deficit of €44 million in Q1 2024.

Net revenues reached €17.69 billion—up 11.4% from the target—boosted by early collection of ENFIA property taxes and strong tax performance overall. Tax revenues came in at €16.9 billion, 12.1% above target, while expenditures were lower than planned by €2.15 billion.

Officials noted some revenue and expenditure shifts are due to timing differences and do not impact the fiscal balance of the broader General Government.
