Deputy Prime Minister Tomislav Donchev Discusses Bulgaria's Policies and Challenges in Interview

Bulgaria

In an interview with Bulgarian National Television, Deputy Prime Minister and Minister of Innovation and Growth, Tomislav Donchev, emphasized the need for long-term planning to achieve meaningful reforms, requiring systematic efforts over two to three years, CE Report quotes BTA

He stated that Bulgaria should aim for a balanced budget, with a 3% deficit as the upper limit under EU fiscal rules, though he believes a 0% deficit is ideal to avoid debt financing.

Addressing Bulgaria's eurozone membership, Donchev highlighted potential benefits like an improved credit rating. While acknowledging differing opinions among political forces, he noted ongoing intensive discussions and expressed optimism about reaching compromises.

Despite challenges in governance, Donchev cited agreements on key priorities, including economic growth, education, efficient use of European funds, and a consolidated budget.

Regarding the National Recovery and Resilience Plan, Donchev revealed that only 10% of funds had been utilized in the past four years, leaving 90% to be disbursed in the next 18 months. He pledged maximum efforts to achieve this, despite the tight timeframe. Donchev also mentioned lost EU funds, estimating BGN 200 million lost in 2022 and around BGN 60 million for the 2014-2020 period, with a 98% implementation rate.
