The caretaker Cabinet of Dimitar Glavchev reported fulfilling its commitments to preparing the October 27, 2024, early parliamentary elections in coordination with the Central Election Commission. Border security was reinforced, with over 44,000 illegal crossing attempts prevented, while timely action ensured the evacuation of Bulgarian citizens from Lebanon amid regional tensions. The government also continued extensive support for Ukraine, focusing on humanitarian aid and recovery efforts.

Infrastructure projects saw significant progress, including the overhaul of the Danube Bridge (Ruse-Giurgiu), advancements on the Hemus Motorway, and new roads in northeastern Bulgaria. Water supply improvements included the completion of the Luda Yana Dam and relaunching the Cherni Osam Dam project.

Healthcare milestones included adopting plans for the National Pediatric Hospital and the launch of a Helicopter Emergency Medical Service (HEMS), which has already conducted over 40 successful missions. Bulgaria also expanded its hail suppression program, aiming to mitigate agricultural losses.

The Kozloduy Nuclear Power Plant introduced non-Russian nuclear fuel, marking a first in its 50-year history. Additionally, the LNG terminal in Alexandroupolis began operations, enhancing Bulgaria’s energy independence.

Key economic developments included record foreign investments in industrial zones, increased minimum wages starting January 2025, and financial aid for households during the winter. Tourism reached record highs, with over 10.7 million foreign visitors between January and September 2024.

Educational achievements featured the nationwide implementation of STEM labs in all schools and over 90 medals won by Bulgarian students at international Olympiads. Cultural initiatives advanced with a nomination of Bulgarian bagpipe traditions for UNESCO recognition.

Efforts to meet eurozone accession criteria, judicial reforms, and military pay increases also underscored the government’s priorities for 2024, setting the stage for continued development into 2025.
